He even locks his car with a heavy padlock that looks completely out of place, which makes it hilarious.
But then, he finds himself not knowing what to do with the car that he took out of the reserved parking space. So he starts pushing it, trying to get it out of sight, when two soldiers offer to help him, probably thinking that that is his car that has had some kind of malfunction. As the soldiers keep pushing the car out of the parking lot, Mr. Bean takes off without saying a word.
